In relation to:

The alleged Conduct:

(a) On the 18th August 2015, whilst on duty, the officer committed an offence contrary to section 1A of the Road Traffic Act 1988 (Causing serious injury by dangerous driving).

The particulars of the offending are as follows:

“On the 18th of August 2015, the officer drove a mechanically propelled vehicle dangerously on a road, namely Earsdon Road, Whitley Bay and thereby caused serious injury to the complainant contrary to section 1A of the Road Traffic Act 1988”

(b) On the 20th March 2017, the officer appeared before Teesside Crown Court and was convicted of the offence described at (a) above. The officer was sentenced on the 18th April 2017 to a term of imprisonment for a period of 15 months, suspended for a period of 24 months, and disqualified from driving for a period of three years. The officer was ordered to pay the costs incurred by the Crown Prosecution Service in the sum of £6969.08.

The officer’s conduct and resultant conviction set out at (a) and (b) above breached the Standards of Professional Behaviour contained in Schedule 2 to the Police (Conduct) Regulations 2012, in particular:

In relation to:
Summary of the Alleged Conduct:

It is alleged that on the 18th December 2016 the officer, whilst off duty, assaulted a member of the
public, in particular, a taxi driver who had agreed to receive the officer and another in his taxi as
passengers and to transport them home from Newcastle City Centre.

It is alleged that the officer’s conduct breaches the Standards of Professional Behaviour contained in Schedule 2 of the Police (Conduct) Regulations 2012, in particular:

And amounts to Gross Misconduct

In relation to: 3 x allegations of inappropriate conduct by the officer including allegations of unwanted sexual touching.

It is alleged that the officer’s conduct breaches the Standards of Professional Behaviour contained in Schedule 2 of Police (Conduct) Regulations 2012 as to:

1. Authority, Respect and Courtesy

2. Discreditable Conduct

And amounts to Gross Misconduct

Restrictions: 

  • Under the Sexual Offences (Amendment) Act 1992 there shall be no publication (by members of the public/press) of any information which is likely to lead members of the public to identify the complainant witnesses as a complainant of a sexual offence.

  • In addition to the statutory reporting restriction above, the Chair of the Misconduct Panel has determined that the complainant witnesses shall be identified and referred to as witness A and witness B throughout the misconduct proceedings.

  • No photographs are permitted on the Army Barracks, anyone seen to take photographs from any device will have the item confiscated.

  • Only those individuals who have submitted a request to attend the Misconduct Hearing (request made to Northumbria Police Professional Standards Department) and are permitted to attend (received an email from Northumbria Police Professional Standards Department confirming their attendance) are permitted to access to the premises.

  • All persons attending the Misconduct Hearing are required to bring photographic Identification and they must carry the photo identification at all times whilst on the premises.

  • Access to and on the premises is restricted to the part of the premises being used for the Misconduct Hearing. Members of the public/press are not permitted to access any other parts of the premises and they will be escorted at all times whilst on the premises.

  • Refreshments are not provided to members of the public/press during the hearing and there are no facilities on the premises to purchase refreshments (drinking water will be provided) Attendees should therefore make their own arrangements for refreshment.

  • There are no parking facilities for members of the public/press and attendees will have to make their own parking arrangements.

In relation to:  1 x allegation of Gross Misconduct which relates to unlawful access of information held on the force computer system on behalf of Asa Dobbing for the purpose of obtaining information in relation to individuals with whom it has been found that Asa Dobbing was conspiring with to supply controlled drugs of Class (A).

In relation to: The allegations laid against the officer concern his conviction before North Tyneside Magistrates Court on the 26th January 2017 in respect of two offences contrary to section 1 of the Protection of Children Act 1978, namely making an indecent photograph or pseudo-photograph of a child and one offence contrary to section 63 of the Criminal Justice and Immigration Act 2008, namely possession of an extreme pornographic image.

It is alleged that the officer’s conduct and resultant conviction breaches the Standards of Professional Behaviour contained in Schedule 2 of Police (Conduct) Regulations 2012, in particular:
