Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)

Thank you for your email dated 8 June 2012 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked: 

  1. Please can you provide details of all cars purchased or rented for personal use by senior police officers and senior executives in the last three years. 

    Please provide the following information: 
    Make and model of car 
    colour (if possible) 
    Purchase price and date of purchase OR cost of rental and rental period 
    Name of officer/executive 
    Job title of officer/executive

  2. How many officers/executives receive personal use of a car as part of their contract/remuneration/arrangement with the force?  Why?

  3. Is there any arrangement by which the officers/executives can 'top up' the money provided by the force to get a more expensive car? 

  4. Has that happened? (please give details as above)

In response:

We have now had the opportunity to fully consider your request and I provide a response for your attention.

Following receipt of your request, searches were conducted with both the Command Block and the Finance and Resources Department of Northumbria Police.  I can confirm that the information you have requested is held by Northumbria Police.

I have decided to disclose the located information to you as follows.

Only ACPO rank officers and Assistant Chief Officer (ACO) staff have access to Northumbria Police vehicles which allow for operational/business purposes as well as personal use.

  2. Seven officers/executives have use of the above vehicles. 
    The cars used by senior officers are part of the operational fleet.  They are fitted with blue lights and sirens and can be driven by any correctly insured member of staff. 
    From information held, the Police Authority have advised that the vehicles are supplied as part of packages of remuneration, for which they pay income tax on as a benefit in kind.

  3. The scheme allows for the employee to make a personal contribution of up to 15% of their annual salary.
