 Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)

Thank you for your email dated  30 June  2015 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked: 

For each of the last three financial years, the number of cycling-related crimes in each of the following categories:

1. Dangerous cycling on a road
2. Careless and inconsiderate cycling
3. Cycling under the influence of drink or drugs
4. Cyclist jumping red lights ((offences under the Road Traffic Act 1988 s36 and Traffic Signs Regulations and Directions and Direction 2002 regulations 10 and 36(1))
5. Cycling on a pavement (offences under Section 72 of Highways Act 1835 amended by S85(1) of the local government act.)
6. For 4 and 5. I would also ideally like to know the number of people issued with spot-fines for those crimes.

To clarify, I was only asking about pedal cycles, and rather than 'crimes' I should have said 'offences'.    

In response:

We have now had the opportunity to fully consider your request and I provide a response for your attention.

Following receipt of your request, searches were conducted with the Fixed Penalty Unit of Northumbria Police. I can confirm that the information you have requested is held by Northumbria Police.

I am able to disclose the located information to you as follows, these being the nearest such offences that relate to your request.

The above information relates to persons stopped, no tickets issued or on the spot fines - the above have either been dealt with by means of a verbal caution/warning, written advice, no further action or processed to court.

6.Since 2012 to end of June 2015, 10 fixed penalty tickets have been issued for the offence of pedal cycle neglect traffic sign and 9 for the offence of cycle on footpath.

Due to the different methods of recording information across 43 forces, a specific response from one constabulary should not be seen as an indication of what information could be supplied (within cost) by another.  Systems used for recording these figures are not generic, nor are the procedures used locally in capturing the data.  For this reason responses between forces may differ, and should not be used for comparative purposes.
