Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)
Thank you for your email dated 10 January 2013 in which you made a request for access to certain information which may be held by Northumbria Police.
As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.
These are questions about speed limit enforcement.
How many people have been referred to AA Drivetech, The TTC Group, Councils, similar organisations or to your own Force for driver training courses as an alternative to paying a conventional fixed penalty or other prosecution for speeding offences by your Force, year on year for the past 10 years or since the inception of the schemes?
What have been the fees payable to the service providers over the relevant years, if any?
Has your Force received any payment of any kind or been able to levy a fee in respect of those referrals (if any) either from the motorist or the training provider (please specify), and what has the total payment been for the same period as above, year on year?
If you do not refer speeding offences for ‘driver training’, why not?
What is the total number of speeding offences detected by your Force in the same period year on year?
We have now had the opportunity to fully consider your request and I provide a response for your attention.
Following receipt of your request, searches were conducted with the Criminal Justice Department of Northumbria Police. I can confirm that the information you have requested is held in part by Northumbria Police.
I have today decided to disclose the located information to you as follows.
Please note, data going back 10 years is no longer held for most of your request. Where possible we have given the information for as far back as we are able for each query. With the above in mind, please see the below.

The course fee payable to the service provider in our area was £67 up to 1st Feb, 2009. After that date the fee was £60 up to 31st March, 2011, and there after the fee has been £84.
The service provider has paid a levy to the police of £4 per completion up to the 31st March, 2007. £4.12 from the 1st April, 2007 to the 31st March, 2011 and £35 there after.
